A user can allocate licenses to sub-users.
Step 1 Choose 
> My Licenses.
In the User column, you can see the user that a license belongs to.
Step 2 Select one or more unused licenses and click Allocate License.
Step 3 In the dialog box that appears, select a sub-user and click OK.
